Workers led by national labor center Kilusang Mayo Uno held a lightning protest this morning near Gate 7 of the Malacañang presidential palace to condemn Pres. Noynoy Aquino for creating and implementing the Disbursement Acceleration Program, saying the chief executive should be made accountable for the said program.
The labor group said Aquino cannot claim that the DAP, which the Supreme Court declared unconstitutional last July 1, was created “in good faith” because the program’s huge P172-billion fund was clearly used as presidential pork and was spent for corruption and patronage.
“Workers and most Filipinos can see through legal technicalities and see that Aquino is responsible for the creation and implementation of the DAP. Following the SC ruling on the program, Aquino must be made accountable,” said Roger Soluta, KMU secretary-general.
The labor leader expressed KMU’s support for moves, led by Kabataan Partylist Rep. Terry Ridon and other progressive partylist groups, to file an impeachment complaint against Aquino over the DAP.
“There has to be accountability over the creation of a presidential pork barrel fund worth billions of pesos in violation of the Constitution. It is not only against the country’s basic law, but constitutes plunder of funds which should have been used for workers and the poor. In a sense, dahil sa DAP, dumami ang mahirap,” Soluta added.
KMU said that more and more Filipinos who are against the pork barrel system and want businesswoman Janet Lim-Napoles and senators Juan Ponce Enrile, Jinggoy Estrada and Bong Revilla jailed are seeing that DAP is pork and that Aquino is responsible for its creation.
“The call to make Aquino accountable is the only logically consistent conclusion for Filipinos who want the pork barrel system abolished and those involved in the pork barrel scam punished. We are against all types of crooks, including the yellow ones who are holding the huge amounts of public funds in their hands,” Soluta said.
Claiming that growing protests by workers and all Filipinos will definitely compel legislators and other sectors of society to support impeachment moves against Aquino, Soluta called on the public to join their metro-wide noise barrage protest titled “Bayang Hinol-DAP, Mag-ingay!” on July 8 from 5:00 to 7:00 in the afternoon.
“Aquino’s propaganda machine is going full blast in trying to shield him from Filipinos’ growing anger over the DAP. He knows that if workers and the poor intensify protests, then politicians and other sectors of society will be forced to take a stand against him and he will be in big trouble,” stated Soluta.
